One of the features of Windows 7, and I think of Vista, too, is that you can easily maximize a window by moving it to the corner of the display.
Unfortunately, this happens to be a feature that has been driving me up the wall. I hate it. Fortunately, Microsoft built in an option for us to turn off this feature.
From the Control Panel, click on the Ease of Access header.
Tech Tip
Like many of the menus in Windows 7, the headers are links, even though they’re not in the same blue color as their subheadings. In addition, the subheadings don’t take you to all of the options that you can access via the headings.

The next link is not quite intuitive. You want "Change how your mouse works" — probably because you use the mouse to move the window. Still, it makes the option hard to find…

Now, we’ve found the page that lets us control this feature. It’s called "Prevent windows from being automatically arranged when moved to the edge of the screen."

Put a check in the checkbox, then click Apply, then OK.
While you’re on this screen (before clicking OK) you can change the style of the mouse pointers (the arrow heads and the insertion cursors) if you like.
