Email Links Don't Work in Outlook 2007

New subscriber Larry wrote me to ask about a problem he was having:

Hi Terry, Any emails that are sent to me with links both email or url, I cannot access..??
I have Outlook 2007, I could not access your confirmation link through the email....I had to cut and paste it...!
I receive the error message "This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator ."
I have recently created a new user profile because I was instructed to by Sage whom run Act11 client management software, which links to Outlook...!!?? Act11 and outlook where not talking in the old profile...now seem to be however I have this new issue...!!

I wrote back to Larry to ask him a critical piece of information that he left out — which operating system is he using?

Larry responded that he was using Windows Vista.

That gave me enough info to get started. I did a quick Google search and wrote back to Larry to point him to his probable fix.
